Summary:

In an effort to complement existing USG and international donor efforts to develop the rule of law in Serbia, INL seeks applications from qualified U.S., Serbian, and international non-governmental organizations for a program aimed at improving citizens' access to justice by increasing the capacity of the defense bar. INL plans to award a cooperative agreement to a nongovernmental organization (NGO) that will focus its efforts on supporting Serbian defense attorneys in implementing the new Criminal Procedure Code (CPC), which shifts the Serbian criminal justice system significantly from an inquisitorial model toward a more adversarial model. This program will complement ongoing INL programs implemented by the Department of Justice Office of Overseas Prosecutorial, Development, Assistance and Training (OPDAT) and International Criminal Investigative Training Assistance Program (ICITAP). The goal of this project is to empower Serbian defense attorneys to become more effective adversaries, conduct investigations, mount an effective defense, protect the presumption of innocence, challenge the wide-spread use of pre-trial detention, present effective opening statements and closing arguments, and conduct witness examinations.
